In a special meeting on Tuesday, the Knott County Fiscal Court approved the second reading of the county’s budget for the fiscal year ending in June 2013. The court then ran through a fairly routine agenda with little discussion. Judge-Executive Randy Thompson presented the budget, advising the court that the state Department of Local Government had signed off on it and returned it for the court’s final vote. After the court voted unanimously to accept the second reading, Judge Thompson said, “For the record, we approved the budget, but I’m afraid it will have to be severely amended — the layoff at Arch will affect us greatly.”
The next agenda item was a review of the county’s administrative code, which must be done annually. District 4 Magistrate Calvin Waddles said he wanted to make some changes. Judge Thompson told Waddles to put his proposed alterations in writing, and explained they must be presented as an ordinance. “Now, we just need to do our annual review — we can address that later,” he noted. County Attorney Tim Bates assured Waddles that such changes could be made at any time throughout the year.
The court agreed to hire Robbie Slone as a deputy jailer to replace Breman Slone, who has taken another job.
Judge Thompson presented an additive alternatives contract for the Energy Efficiency Grant. He told the magistrates, “We ended up getting a lot out of this grant.” Enough funding was available to replace windows in the Beckham Combs and Caney buildings, and all windows except the skylight in the Human Services Center…
